... photographers - josiah earl barnes cr. frederick r. ratten Kew (Vic ...Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of mayors and town clerks of the former Borough, Town and City of Kew. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series.Framed portrait of Cr. Frederick R. Ratten, Mayor of Kew 1914-16. The mounting and framing of the photograph follows a typical layout or style in that each is framed in dark wood, glazed, and laid down on an inscribed board. Back row: R ...A photo of 14 the original team of men that started the I.L.C. (Intermediate Legacy Club). It was probably taken about 1930 just after the ILC was formed. The accompanying letter dated 30/11/1983 and note shows the photo was sent to Legacy by Harold Bokes and given to Legatee Frank Doolan of the archive committee for the archives on 7/12/1983. The note in Frank's handwriting shows he had identified all the members in the photo and that it had been taken by John Barnes. Back row: R. Absent: Jimmy MacGregor, Alan Davidson, Fred Hollingsworth, Bert Woods. Background: The ILC was formed in 1929 with a total membership of 18. The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together. Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. In the early 1880s the Ballarat School of Mines Council introduced a three year course of training under the professors to qualify students in the following professions: 1. Mining Engineering 2. Metallurgy 3. Geology 4. Electricity [45] Each of these courses had an additional, but optional, fourth year of study. The prescribed subjects of study for an Associateship was set out in the Calendar of the Ballarat School of Mines in each year. Any student who passed the prescribed examinations in any of the above courses was issued with a Certificate of Competency, and conferred with the distinction of Associate. By the 1890s the professorial staff had drawn up a curriculum leading to an Associateship of the Ballarat School of Mines. The first two years work was to be common to all courses, but in the third and subsequent years the student wold be devoted to a specialised branch of study. The Associateship was to be conferred in one of another of the following Courses: Agriculture, Civil Engineering, Electrical Engineering, [Geology], Metallurgy and Mining Engineering. All were three year courses except for Agriculture which was two years. Each course was conducted in accordance with a prescribed curriculum and syllabus. During the 1910s there was an expectation that candidates for the Associate course should have attained the age of sixteen, and have received preparatory training equivalent to University Matriculation at least in the subjects of Elementary Mathematics, English Grammar and Composition, or have passed through Junior Technical School. In 1960 an new procedure for admission to graduate status as Associates was introduced to the Ballarat School of Mines where Associateship would be conferred at a public ceremony. After 01 July 1976 graduates of Ballarat College of Advanced Education and Ballarat College of Advanced Education were admitted in major studies relating to mining for Australian accreditation and overseas purposes. The front pages which possibly contained student's work have been torn from the book and the following pages contain lists of names, times and dates . The entries relate to work at places such as E A Wright, Infectious diseases hospital, Ray Barnes as well as many names of local people and areas. This photograph is part of a series taken at the Willsmere (Kew) Mental Hospital. The photographs were gifted to the Kew Historical Society in 2018 by Rosemary Barnes. The photos had been in the possession of her former husband, Dr Fred Stamp, the last medical superintendent of the hospital. In 2019, the photographs were transferred to the State Archives as Permanent Government Records, as the Society is only entitled as a Class-B Place of Deposit to hold Temporary Government Records. The Society was permitted to keep and publish a digital copy of each photograph. Many of the photographs include information on the reverse about individuals or locations. Where this is the case, these have been published here as images that can be viewed in the picture carousel. Pru Sanderson, in her groundbreaking ‘City of Kew Urban Conservation Study : Volume 2 - Development History’ (1988), summarised the periods of urban development and subdivisions of land in Kew. The periods that she identified included 1845-1880, 1880-1893, 1893-1921, 1921-1933, 1933-1943, and Post-War Development. These periods were selected as they represented periods of rapid growth or decline in urban development. An obvious starting point for Sanderson’s groupings involved population growth and the associated economic cycles. These cycles also highlighted urban expansion onto land that was predominantly rural, although in other cases it represented the decline and breakup of large estates. A number of the plans in the Kew Historical Society’s collection can also be found in other collections, such as those of the State Library of Victoria and the Boroondara Library Service. A number are however unique to the collection.The Kew Historical Society collection includes almost 100 subdivision plans pertaining to suburbs of the City of Melbourne. Most of these are of Kew, Kew East or Studley Park, although a smaller number are plans of Camberwell, Deepdene, Balwyn and Hawthorn. It is believed that the majority of the plans were gifted to the Society by persons connected with the real estate firm - J. R. Mathers and McMillan, 136 Cotham Road, Kew. The Plans in the collection are rarely in pristine form, being working plans on which the agent would write notes and record lots sold and the prices of these. The subdivision plans are historically significant examples of the growth of urban Melbourne from the beginning of the 20th Century up until the 1980s. A number of the plans are double-sided and often include a photograph on the reverse. A number of the latter are by noted photographers such as J.E. The Kew Historical Society's map collection includes a substantial number of real estate subdivision plans, mainly of Kew but also of surrounding suburbs in Melbourne. Most of the subdivision plans date from the 1920s and 1930s when the districts old homes and local farmland were being split up to accommodate residential growth in the postwar period. These early plans were assembled by a local firm, Jas R Mather & McMillan, which had an office in Cotham Road. Many of the plans, and sometimes photos, were annotated by the agents.Subdivision plans are historically important documents used as evidence for the growth of suburbs in Australia. They frequently provide information about when the land was sold as well as evidence relating to surveyors and real estate and financial agents. The numerous subdivision plans in the Kew Historical Society's collection represent working documents, ranging from the initial sketches made in planning a subdivision to printed plans on which auctioneers or agents listed the prices for which individual lots were sold. In a number of cases, the reverse of a subdivision plan in the collection includes a photograph of a house that was also for sale by the agent. These photographs provide significant heritage information relating house design and decoration, fencing and household gardens.The photograph may also be aesthetically significant depending o the importance of the photographic atelier.Real estate photograph for a local agent by the Kew photographer, Josiah Earl Barnes. The photo is of a weatherboard or brick rendered bungalow with a twisted wire fence. Given Barnes' status a a Kew photographer, the house is probably locate din Kew or East Kew. Unfortunately the handwritten information on the mount bordering the photo is damaged and cannot be read. The bungalow has a gabled, tiled roof with terra cotta finials at the front of both gables. The house has a central doorway, framed by a pseudo portico supported by four wooden columns. On each side of the doorway, at the front, there are paired sash windows, which, like the half-timbered gable, are picked out in a darker colour.Handwritten, mostly illegible description by selling agent on mount surround: " .... in Diningroom, Drawing Rooms, ... Barnes.Coloured lithograph of a subdivision plan of the Studley Park Estate, bordered by Yarra, Willsmere Road and the Outer Circle Railway line. The estate was listed in 1910 and was the subject of a planning dispute between the developer and the Town of Kew in relation to flood levels and the suitability of the land for housing. In many cases the names of streets were subsequently changed. The layout was also affected by the creation of the Eastern Freeway. A newspaper report of the day described the subdivision as a: "GOLDEN OPPORTUNITY. We are pleased to submit for PRIVATE SALE that magnificent ESTATE, situated only 4 1/2 miles from the Melbourne General Post Office, STUDLEY PARK ESTATE. KF/NV. Doubtless the CHEAPEST LAND EVER OFFERED having extensive frontages to the prettiest spot on the River Yarra and the National Park, commanding lovely river and landscape views, and acknowledged to be the finest land available so close to the city.
